ALEXANDRIA, Va., 30 March 2013. A volunteer sets a trap in the back of an empty parking lot near a feeding station she helps maintain. Trap-Neuter-Return, or TNR, is a method of humanely trapping feral cats, having them neutered or spayed and then releasing them back to where they were originally found.
